The CFR came about when the Rockefeller and Ford Foundations merged after WW1 and agreed to become the American wing of the British Round Table Groups in London with their historical (Chatham House) and psychological research (Tavistock Institute)resources no doubt proving invaluable assets on which the new US groups would build.
